According to Ephraim's Civil War record, they were married near Wattsburg. It is not known why Celinda was in the Wattsburg area. Ephraim and Celinda were married by Bryan S. Hill, Minister of the Gospel and the ceremony was witnessed by A. E. Reynolds (Addison Reynolds) and Ruth A. Reynolds.

[S1239] Civil War Pension File, Ephraim Bisbee (Private, Co F, 111 Pa Volunteer Infantry ) , WC-293-240. 4 April 1890. Celinda J. Bisbee files a Widow's Declaration for Pension or Increase of Pension with the clerk of the Quarter Session, a court of record etc. Celinda is 50 years old. She says her late husband bore the rank of Private in Company F 111 PA VI when he was discharged, and that he died of lung disease "near Wattsburg" on 14 February 1890. She says they were married 19 February 1869 by Bryan S. Hill, Minister of the Gospel at Wattsburg, Pa. Celinda lists the surviving children under 16 years of age at the death of their father: Mary V. Hill, and that neither she nor Ephraim had been previously married. She cannot provide documented proof of her marriage, because Rev. Hill has died and, according to Hill's wife, he did not keep records. Ruth A. Reynolds, Charles A. Bisbee, Curtis C. Bisbee and others testify that they were present at her marriage and confirm the date, place and by whom.
